Rectangular poster with white background and light red concentric circles from the middle, repeated until most of the paper is made of large rings, each bigger than the previous. In navy blue is text that reads prominent New York neighborhoods and locations including Upper West Side, Queens, 40th Street, Brooklyn Heights, East River, UN Headquarters, etc. Where the rings correspond with a text area are blue dash marks, data indicating the amount of parking ticket offenses in the location. The density of dash marks concentrated in the center of the poster and ray outward, inadvertently creating a faint shape of Manhattan. At the top right corner in bold, capitalized pink letters reads FD-6. On the right bottom corner reads a small paragraph of the explanation of 'Flocking Diplomats New York.'
